Civil Estimator

Agilus is recruiting for a Civil Estimator in the Construction industry in a hybrid work environment in Burlington, Ontario.
The Estimator is responsible for managing the estimating process for assigned projects or for portions of a project requiring special expertise. The Estimator is accountable for the quality of the work prepared under his/her direction, and is required to work closely with the owner, design consultant and project manager to prepare cost plans, undertake value engineering, complete cost saving exercises and develop the project budget.

Responsibilities:
  • Develops and maintains a positive working relationship with the owner and the owner’s agents, in conjunction with Business Acquisition, by recognizing the owner’s unique proposal and project requirements. Produces detailed quantity take-off and prices labour, material and equipment portions of estimates. Develops and maintains relationships with suppliers/subcontractors to ensure ACL receives competitive pricing for estimates
  • Manages the estimating process, including site conditions, safety requirements, solicit suppliers and subcontractors, interprets project drawings and specifications, prepares quantity surveys, pricing of estimates, and prepares pricing of General & Special Conditions cost estimate. Works with the owner and owner’s consultants to resolve any questions or ambiguities with the tender documents prior to submitting a tender. Works collaboratively with the owner and owner’s consultants to perform constructability reviews. Identify and quantify potential project Risks. Provides assistance to management for risk analysis. Directs and monitors progress of estimators during bid process
  • Works closely with the assigned Operations Director or assignee in the development of the project execution plan to support process efficiency, waste-reduction and achievement of scheduled milestones. Prepare preliminary construction schedule, and/or assist Scheduling department with schedule development. Attends and/or chair meetings, including pre-tender, bid strategy, PRC, pricing review and subcontractor scope review meetings as needed, to meet the requirements of the estimating process
  • Generates bid packages for specific scopes of work. Researches the labour requirements for the project. Obtains correct labour rates and appropriate “add-ons” (e.g. labour burdens, small tools, insurances, bonding) in pricing of the estimate. Coordinates efforts in contacting labour unions to secure labour rate relief to enhance competitiveness of estimates in non-union environments. Incorporates addendums to plans and specifications into ongoing estimates
  • Prepares for Bid Day by: o Ensuring that ACL self-perform estimate is completed and checked prior to Bid Day o Ensuring all requirements of the tender form are clearly understood and responded to o Prepare tender clarification letter, if necessary o Prepare the Bid Day spreadsheet and subcontractor analysis sheets o Arrange for preparation of tender form for delivery
  • Assists Chief Estimator with assigned tasks on Bid Day, such as running the bid spreadsheet when assigned, performing subcontractor/supplier bid analysis, assignment of Bid Day tasks to Estimators, ensuring delivery of bid before specified closing time. Maintains confidentiality of subcontractor/supplier bid pricing. Participates in turnover meetings to operations and buy-out process on successful bids. Monitors and provides job cost evaluations to management on active projects
  • Negotiates and awards sub-trade contracts. Ensures sub-contracts and PO’s agree with prices and conditions. Reviews job cost reports to determine where estimating can be improved. Costs out potential scope of work changes and additional cost claims. Maintains tender file system on active and inactive projects
  • Lead internal construction project start-up meeting and administrative project set up. Actively participate in developing procurement plans, labour and equipment forecast, logistics plan and site workflow, project risk register, and project plans. Develop Bid Packages; scopes of work, drawing packages, specifications, etc. Actively participate in developing and maintaining the master project schedule. Monitor and maintain preconstruction schedule. Develop Milestone Cost Plans (schematic, design development, working drawings). Participate in design, constructability and value engineering reviews. Work closely with the project manager, owner, consultants, suppliers and trades to develop value engineering opportunities. Prepare and manage project budgets & estimates during the design development. Oversee the tendering, risk assessment and award recommendation process of sub -trade contracts. Identify, address and resolve issues and problems as or before they occur. Conduct Pre bid and Post bid conference / meetings. Track Addenda, Scope and Bid form. Assist in Project Team substitution requests

Requirements:
  • Post-secondary degree/diploma in Engineering, Architecture, Civil, Electrical, Mechanical, Construction Management or related field plus 5-10 years experience. Managerial experience is considered an asset. Broad range of past experience working in multiple different contract model environments including but not limited to design-bid-build, progressive design-build and other integrated forms of agreement.
  • Reads and interprets documents such as safety rules, operating and maintenance instructions, procedure manuals, common scientific and technical journals. Practices strong communication skills. Writes routine reports and correspondence
  • Effectively presents information in one-on-one and small group situations to customers, clients, and other employees of the organization. Interprets a variety of instructions furnished in written, oral, diagram, or schedule form. Applies concepts such as fractions, percentages, ratios, and proportions to practical situations. Defines problems, collects data, establishes facts and draws valis conclusions
  • Interprets an extensive variety of technical instructions in mathematical or diagram forma nd deals with several abstract and concrete variables. Organizes and manages time, duties, and activities efficiently
  • C.E.T, Gold Seal Certification in Estimating and/or Project Management is preferred
