Senior Lead Estimator

  • Accountable for discharge of all estimating related responsibilities as well as effective leadership and management of any departmental personnel for assigned pursuits.

  • Routinely leads “win” strategy development for assigned pursuits.

  • Has experience in the unique requirements of forming and operating within joint ventures.

  • Actively engaged in business acquisition efforts (e.g. client presentations)

  • Participates in, and supports the project selection (“go/no go”) process.

  • Skilled at providing Joint Venture pursuit leadership.

  • Skilled in managing estimating/precon responsibilities for alternative delivery methods.

  • Responsible to assist with professional development of departmental staff.

  • Active in relevant industry organizations.

  • Possesses advanced knowledge of construction elements.

  • Routinely serves as Estimating Team Leader.

  • Capable of performing highly complex take-offs, final pricing and buy-out activities.

  • Cultivate and maintains extensive subcontractor/supplier/client/designer relationships.

  • Possesses detailed knowledge of craft labor collective bargaining contracts and labor agreements.

  • Possesses in depth understanding of Company insurance and bonding requirements.

  • Fully understands corporate safety statistics and policies and their impact on estimates.

  • Researches and interprets projects pricing trends including escalation.



  • Knows, practices and enforces all Corporate safety policies and procedures to visibly create safe operations as a top priority on the project site by ensuring estimates reflect safety planning.

  • Knows how safety issues are managed on a project.

  • Advocates an awareness of and attention to safety.


Project Planning & Estimating

  • Meets with the Market Leader and project personnel, develops the estimating strategy for bidding potential project opportunities and fees.

  • Based on the characteristics of the project, identifies and recommends potential and effective project staff members.

  • Ensures projects are planned, scheduled and estimated consistently in accordance with the client’s requirements and expectations, following ACL management and construction systems during the estimating phase.

  • Conducts contract risk review of all project bid documents.

  • Ensures the appropriate level of project schedule is developed for the estimate.

  • Ensures that the solicitation of qualified subcontractors & suppliers results in receiving the most favourable pricing and in the development of innovative construction methods.

  • Ensures the estimated construction strategy is communicated to the Project Director and/or Project Manager.

Project Start-up

  • Arranges project turn over meetings and communicates all necessary estimate and estimate planning information to operations, cost controllers and finance personnel.

  • In consultation with project operations personnel, ensures project buyout complete with subcontract & material purchase order preparation in accordance with the specified contract terms & conditions occurs in a timely fashion.

  • Monitors and manages estimating department support and/or performance of buyout.

  • Ensures estimating personnel availability as head office support during project execution.


Quality Management

  • Ensures project estimates account for compliance with environmental, safety, other regulatory requirements.

  • Ensures project estimate compliance with AQM procedures.


Estimating Resource Management

  • Monitors the estimating resources committed to project estimates.

  • Ensures resources are applied most effectively and efficiently.

  • Manages and develops the Estimating Department employees, including staffing (hires), evaluating and development (training), recognition and reward.


Relating with the Client

  • Provides support to business unit leader for business acquisition and client satisfaction by establishing and maintaining positive relationships.

  • Participates in the development of effective management systems for the Company.

  • Participates in effective representation of ACL, external to the Company.

  • Proactively works with potential clients to provide responsive estimating services.



  • Develops prospects and business for the Company.

  • Effectively represents the Company to external groups.

  • Stays attuned to the marketplace and upcoming work.

  • Develops leads about upcoming work when aware.


New Business Acquisition

  • Ensures bid strategy is developed for each bid including the input from Industrial Projects.

  • Accountable for the execution of the bid strategy.

  • Ensures that operations personnel are consulted for pricing input.

  • On bid day, provides leadership and oversight of the estimating process.

  • Consults with the Market Leader. and provides recommendations on fees and pricing.

  • Responsible for responsiveness of all bids assigned.

  • Assists in negotiating work with prospective clients, including recommending the type of contract if one is not specified.

  • Take the lead as on estimating led opportunities (such as hard bids or budget price only proposals)

  • Facilitates the decision process regarding “GO or NO GO” and develop win strategies.

  • Reviews and assures estimate pricing is appropriate.

  • Fully understands the contractual commitments to the client and ensures the commitments are included in all estimates.

  • Utilizes Risk Management personnel as support in understanding risks associated within contracts.


Satisfying Clients

  • Fully understands the client’s business situation and requirements.

  • Follows through on commitments to the client.

  • Stays accessible to the client and the client’s agent. Involves the Estimator(s) as appropriate.

  • Ensures the estimate format meets the client’s expectations.

  • Advises and supports the operations personnel on satisfying the client.

Project Change Support

  • Provides support to operations personnel to assist the management of changes on project sites, if required.

Subcontractor and Supplier Management

  • Develops and maintains a positive and trusting working relationship with Subcontractors and suppliers.

  • Ensures subcontractors & suppliers are treated in a fashion whereby they find us to be the contractor of choice.

  • Looks for potential new subcontractors & suppliers.

  • Advises and coaches the Estimator(s) on subcontractor & supplier relationships.

  • Ensures that our company receives most favourable pricing from subcontractors & suppliers.


Defining Estimating Roles & Responsibilities

  • Leads and supports efforts to keep the organisational structure clearly defined and effective.

  • Establishes clear expectations of performance for all direct reports.
